On August 2, 1990, Iraqi forces swept across the border into Kuwait. Although the fate of Kuwait was not a major concern of many Americans, Bush immediately condemned the invasion, froze Iraqi assets in the United States and prohibited trade. With luck the sanctions might suffice to persuade the Iraqis to withdraw from Kuwait. The American military buildup in the region, complete by mid-fall, would assure the security of Saudi Arabia and might demonstrate to Saddam that the United States was determined to see him retreat. Weeks passed without any sign that the Iraqis intended to withdraw from Kuwait. The president grew impatient. S. policy were clear: secure Saudi Arabia and the Persian Gulf; liberate Kuwait; punish the aggressor. The next step was to gain international support for economic sanctions against Iraq. The United States succeeded in having the United Nations Security Council vote an economic embargo against Iraq, winning the support of all the permanent members, including the Soviet Union and China.
